The Scottish Government has launched More Homes Scotland, a new national housing and land delivery agency designed to tackle Scotland’s housing emergency. By coordinating housing delivery, unlocking stalled sites, and supporting large-scale projects, the agency aims to accelerate the provision of new homes and make public investment more effective.

More Homes Scotland responds to recommendations from the Housing Investment Taskforce and will work closely with government bodies, local authorities, and the Scottish National Investment Bank. Its focus includes affordable housing, rural and island development, and enabling infrastructure to support housing growth. The agency is expected to be fully operational by 2028‑29, following parliamentary developments in March 2026 and the Scottish Parliament election in May 2026. (housingevidence.ac.uk)

Researchers at the UK Collaborative Centre for Housing Evidence (CaCHE) are engaging with the agency’s development, drawing on international and historical examples and conducting expert interviews. Their work is helping to shape decisions on delivery models, legal powers, and investment tools, as well as exploring how research and monitoring could be integrated to ensure the agency’s long-term success. Key considerations include defining objectives, avoiding duplication with existing structures, and identifying tools such as revolving funds to accelerate housing delivery.
